Crossbow militia forms a specialized rank in the military defense of certain cities. They are original folks trained to use crossbows effectively in combat formations. It is fairly easy to just hand out crossbows to random peasants and make them fairly efficient in battle when only thing you need to do is point, shoot and reload. But some are truly skilled in the use of crossbows in the heat of combat and they can rapidly fire their crossbows from close quarters and reload it while still being engaged in melee combat.
