Citizen
A citizen is a player a province's council has formally taken in. It is a high rung on the province's standing, short of a council seat; it has nothing to do with the settlers who live in the housing.
mission citizen apply apply for citizenship in this province mission citizen resign give it up
You become eligible once your standing in the province is high enough, earned through its missions and work, and the council then grants or refuses your application. What counts is your standing now, not the best you ever had: it fades while you stay away. mission status lists your standing everywhere, what you still need, and where you can apply.
Citizens get better prices, stronger shrine blessings and better service, and a council can invite one of its citizens to join it. Resigning gives up the title and nothing else: your standing stays where it was, so you can usually apply again at once. You may be a citizen of several provinces.
The council manages citizens with council citizen (help council).
