Council
Found and run a province council.
A council is a band of up to five players who hold and settle
up to three provinces together. Found one anywhere with
'council create', then claim land at an unclaimed province's
claim stone ('help claim'). Removing a member, choosing a new
founder and disbanding are put to a vote of the members; so is
giving up a province, called with 'abandon' at its claim stone.
If the founder leaves, the longest-serving member takes over.
